Tally on Cloud from On Premises need a Windows file server with good configuration which is able to run 24/7 in your office then you can add static IP and Install Terminal Server with enough Microsoft or Third party RDP CAL (Client Access License) . Static IP can be availed from your ISP. Make sure you have hardware firewall installed, Good internet with backup, Uninterrupted Power supply with backup and a Server/IT Dedicated Administrator. Then your local server will act as Tally on cloud through static IP address and can be accessed from any where in the world.
On Cloud

Tally ERP 9 – Gold —- 10 TVU users free. More than that per user at INR 2,700/yr for for Users from India or USD 90/yr.
Tally SERVER 9 —- 20 TVU users license free (Gold + SERVER 9 30 TVU users). More that applies as above.
